Legislation Threatens Chemical Plant Closures
Draft legislation in the Senate contains provisions for the Homeland Security Department (HSD) to close chemical plants that do not have security plans. As reported in the Security Management Weekly newsletter, the draft does not establish specific security criteria, but it does expect chemical manufacturers to assess security flaws and implement facility-specific solutions, along with submitting their plans to HSD for approval. The draft legislation would also have HSD group chemical facilities into risk tiers, based on their potential threats to nearby communities.
